Seems the sleepers are resting in the soil. What is the moisture content of that particular area as the wood will begain to rot and or the screws will begain to loosen up.

Moisture content is...dry, then wet! Depends if it rains! The sleepers are H4 treated pine, designed for 'in-ground' use. I recommend putting them on gravel and guiding water away from the area, as well as away from under. It wont last forever, if that is what you needed. If this design worries you, don't use it. :)
